The publications are<\/li>\n<\/ol>\n<p> referenced in the text by basic designation only.  <\/p>\n<p> A1) Technical Specification: <\/p>\n<p> Incinerators <\/p>\n<p> All types of diesel fired incinerators acceptable for HCW may be provided as long as they can <\/p>\n<p> safely treat medical waste.  The equipment should be compliant with all requirements for <\/p>\n<p> installation in Kenya.  All components for installation must be included.  <\/p>\n<p> \uf0b7 Technical evaluation will consider the entire system including the treatment plant.  It&#8217;ll be <\/p>\n<p> the responsibility of the Bidder to provide a full system, including all necessary secondary <\/p>\n<p> systems and\/or additional equipment.   <\/p>\n<p> An approved plant must have four distinct sections that demonstrate three fundamentals of <\/p>\n<p> Turbulence, Residence Time and Temperature inbuilt in the plant layout .The regulated segments <\/p>\n<p> may include but not limited to: <\/p>\n<p> \uf0b7 Overall plant design <\/p>\n<p> \uf0b7 Feed chamber\/ charging <\/p>\n<p> \uf0b7 Main Combustion Chamber <\/p>\n<p> \uf0b7 Secondary Combustion Chamber <\/p>\n<p> \uf0b7 Particulate Scrubbers <\/p>\n<p> \uf0b7 Acid Gas Scrubbers <\/p>\n<p> \uf0b7 The stack\/ chimney <\/p>\n<p> To the main incineration process, a static, two room system is required with a single main <\/p>\n<p> combustion chamber and one flue gas afterburning chamber.  The incinerator must be able to <\/p>\n<p> meet these parameters: <\/p>\n<p> 1,100 \u00b0C <\/p>\n<p> The furnace (including secondary combustion chambers etc.) dimensions must be big enough <\/p>\n<p> to provide for an effective combination of gas residence time and temperature such that <\/p>\n<ol>\n<li>Treatment capacity of: a) 50 kg waste per hour.<\/li>\n<li>Temperature: Main combustion chamber up to 850\u00b0C, and in the second chamber &gt; =<\/li>\n<\/ol>\n<p> combustion reactions may approach completion and result in low and steady CO and VOC <\/p>\n<ol start=\"3\">\n<li>Retention Time: 2 seconds in the second chamber<\/li>\n<\/ol>\n<p> emissions.  <\/p>\n<p> In order to avoid the production poisonous gases, the incinerator must combine the gasification or <\/p>\n<p> pyrolysis phase with another combustion phase with flue-gas treatment that provides for <\/p>\n<p> usable emission levels to air inside the related emission ranges defined in the criteria <\/p>\n<p> 5 <\/p>\n<p> for incinerators which are described in the ENVIRONMENTAL MANAGEMENT AND COORDINATION <\/p>\n<p> (WASTE MANAGEMENT) REGULATIONS 2006 of the Republic of Kenya.  <\/p>\n<p> Where grates are used, it&#8217;s preferred that the design incorporates adequate cooling of the <\/p>\n<p> grate such that it allows the variation of the primary air supply for the main goal of <\/p>\n<p> combustion control, instead of for the heating of the grate itself.   <\/p>\n<p> \uf0b7 Complete details on how the equipment matches the Technical Specification.  <\/p>\n<p> Include another statement with a description and calculation of all cost related to the <\/p>\n<p> regular running of the plant over a 12 month period.  <\/p>\n<p> \uf0b7 Full description of the system(s) being proposed.  <\/p>\n<p> \uf0b7 Lay out drawing with all main equipments, flue gas ductwork and main piping.  <\/p>\n<p> \uf0b7 Piping and Instrumentation Diagram.  <\/p>\n<p> \uf0b7 Operation manual in the English language.   <\/p>\n<p> \uf0b7 Implementation program and training concept.  <\/p>\n<p> \uf0b7 Installation and maintenance program.  <\/p>\n<p> \uf0b7 Detailed list associated with spare and wear part package for 2500 h operation (items which <\/p>\n<p> will be included in the contract).  The list should be detailed enough to allow PATH to <\/p>\n<p> carry out a cost estimation.  <\/p>\n<p> Other information such as process description, brochures, etc. should be just added if <\/p>\n<p> the information will be useful for the technical analysis of the treatment procedure.  <\/p>\n<p> &nbsp; <\/p>\n<p> A2) Technical Specification: <\/p>\n<p> Medical Waste Autoclave <\/p>\n<p> &nbsp; <\/p>\n<p> Manual autoclave with vertical loading; gravity displacement type with possibility for Vacuum.  <\/p>\n<p> Capacity: Up to 12 kg\/h <\/p>\n<p> Chamber size: >150 liters <\/p>\n<p> Material: Stainless Steel <\/p>\n<p> Temperature: 134 \u00b0C <\/p>\n<p> Further information: <\/p>\n<p> \uf0b7 Minimum autoclave room size shall be 150 liters and shall have a usable volume <\/p>\n<p> (loading basket) of 100 liters.  <\/p>\n<p> \uf0b7 Shall work based on gravity air displacement principle.  <\/p>\n<p> \uf0b7 The vacuum system shall be of a thermal shock kind.  <\/p>\n<p> 6 <\/p>\n<p> \uf0b7 The pressure vessels should be pressure tight, the rising of the pressure (at a beginning pressure <\/p>\n<p> of below 80 mbar) shall be lower than one mbar\/min.  <\/p>\n<p> \uf0b7 With in-build electrical heating elements for steam generation (heating elements > 4000 <\/p>\n<p> Kw).  <\/p>\n<p> \uf0b7 Chamber and door shall be made from high quality stainless steel (e.g. AISI 3161).  <\/p>\n<p> \uf0b7 Chamber in vertical position, it shall enable a simple loading\/unloading of the loading <\/p>\n<p> basket.   The baskets <\/p>\n<p> shall be designed for the usage of non-heat resistant waste bags, a system for the <\/p>\n<p> collection and controlled release of free liquids and condensate from the waste shall be <\/p>\n<p> incorporated.   The treatment time shall be \u226530 minutes at <\/p>\n<p> 105\u00b0C, \u226520 minutes using a temperature used of \u2265121\u00b0C (TDes 0+4) and \u226510 minutes <\/p>\n<p> using a treatment temperature of \u2265 134.  <\/p>\n<p> \uf0b7 The steering of the treatment process should be semi-automatically as well as manual.  <\/p>\n<p> \uf0b7 The Treatment Equipment shall be equipped with at least the following tools: <\/p>\n<p> o treatment room temperature signaling instrument <\/p>\n<p> o treatment room pressure indicating instrument <\/p>\n<p> \uf0b7 For treating the outgoing air, a HEPA filter together with a condensation <\/p>\n<p> system should be used.  <\/p>\n<p> \uf0b7 The filter will probably be built in a manner that a disinfection of the filter shall be possible in a builtin <\/p>\n<p> condition.  <\/p>\n<p> \uf0b7 The filters must be heat resistant, steam resistant, hydrophobic and pressure resistant for <\/p>\n<p> the pressure difference.  <\/p>\n<p> \uf0b7 Cooling down phase after treatment should be existent; the temperature of the waste <\/p>\n<p> should be not greater than 80\u00b0C after completing the cooling down process.  <\/p>\n<p> \uf0b7 The pressure vessel should be equipped with a heating insulation, the maximum outer <\/p>\n<p> surface temperature should be < 50\u00b0C.  <\/p>\n<p> \uf0b7 The manufacturer must provide a statement that the pressure vessel is manufactured in <\/p>\n<p> accordance with relevant guidelines for pressure equipment.  <\/p>\n<p> After accompanying documents should be provided with the treatment system and <\/p>\n<p> shall be available at the Site: <\/p>\n<p>\uf0b7 Cooling down phase after treatment should be existent; the temperature of the waste<\/p>\n<p>should be not higher than 80\u00b0C after finishing the cooling down process.<\/p>\n<p>\uf0b7 The pressure vessel should be equipped with a heat insulation, the maximum outer<\/p>\n<p>surface temperature should be &lt; 50\u00b0C.<\/p>\n<p>\uf0b7 The manufacturer must provide a declaration that the pressure vessel is manufactured in<\/p>\n<p>accordance with relevant guidelines for pressure equipment.<\/p>\n<p>Following accompanying documents should be supplied with the treatment system and<\/p>\n<p>shall be available at the Site:<\/p>\n<ol>\n<li>Operation instructions (including process description).<\/li>\n<li>Loading and maintenance procedures.<\/li>\n<li>Short-form of operation and loading procedures.<\/li>\n<li>P&amp;I diagram, circuit plan, technical data sheet, pressure vessel certificate.<\/li>\n<\/ol>\n","protected":false},"excerpt":{"rendered":"<p>The publications listed below form a part of this specification to the extent referenced.
